Will i get double xp during this weekend if i hand in my hero's handbook

I think you mean rep

No the rep bonus does not count towards the bonus.

From the log-in announcement: 'points for completed books are unaffected'.

But presuming you already know, books just got a big bonus to their reward - if not:
